Kaining KANG, reform founder of "Mixed Ownership of Government Supported Service Invention" in China. Deeply participated in the fourth revision of Patent Law, promoted the Patent Law to add a paragraph as "The State encourages the entity that is granted a patent right to implement property right incentives".
