Beijing, Oct. 18 (reporters: Zhu Jingruo, He Yong and Wang Haonan) - 30 reform measures for promoting the construction of a national science and technology innovation center (referred to as “30 science and technology innovation measures”), 25 measures for promoting the innovative development of the pharmaceutical and medical device industry in Zhongguancun, and 14 policies for promoting the development of intellectual property pledge financing in Zhongguancun were published centrally. 20 application scenario construction projects in central enterprises were launched in Beijing. Major projects such as Varian China R&D Center, AI tactile sensing chips, etc. were launched in Beijing. Kunpeng Joint Innovation Center was inaugurated… On the afternoon of Oct. 18, the Major Achievements Release Conference was held at the 2019 ZGC Forum, showing the phased achievements of high-quality construction of a science and technology innovation center with global influence in Beijing and drawing a full stop to the forum.

Highlights of “30 science and technology innovation measures” released this time include: first, “four expansions” in the autonomy of employment, use of funds, management and operation, and the authorization of transformation of achievements are achieved, practically enhancing the innovative impetus and vigor. Second, “four optimization” of the mechanism for personnel training, personnel evaluation, approval of scientific researchers to go abroad on business, and the introduction and service of foreign talent are promoted, bringing more benefits to the reform of the talent system and mechanism. Third, deepening the reform of scientific research management. “Four simplifications” in project declaration, evaluation and examination, instrument and equipment procurement and customs clearance of imported samples are promoted, reducing the burden on scientific researchers. The proportion for approval of indirect expenses will be increased to 30% at the pilot in order to enhance the incentives for scientific researchers.

Exchanges and cooperation of international innovations will be promoted. Some major cooperative projects will be signed at this release conference. The Administrative Committee of Zhongguancun Science Park signed a memorandum of cooperation with Japan Science and Technology Agency and Japan-China Economic Association. The Chinese Academy of Sciences, the University of Manchester, Thales France and China Academy of Information and Communications Technology, etc. launched a number of major projects in Beijing focused on the fields of bio-pharmaceuticals, AI tactile sensing chips, next-generation air traffic management system, industrial Internet and cyberspace security, etc.
