On the afternoon of October 17, the parallel forum of the 2019 ZGC Forum "Establishing Global Innovation Network, Building World-class Science City" was successfully held in the Exhibition Center of Zhongguancun National Independent Innovation Demonstration Zone. Liu Yinchun, deputy secretary general of the municipal government, attended the meeting and made a speech.

This forum was sponsored by Beijing Municipal Commission of Science and Technology and Chinese Academy of Science and Technology for Development, undertake by Beijing Science and Technology Strategic Decision-making Consultant center (Beijing Science and Technology Think Tank) and co-organized by Zhongguancun Science City Management Committee, Huairou Science City Management Committee, Future Science City Management Committee and Beijing Economic and Technological Development Zone Management Committee. The forum also received strong support from 11 organizations, including the American Journal of Science/American Association for the Advancement of Science, the Fraunhofer ISI, Japan-China Economic Association, National Academy of Innovation Strategy, Institute of Science and Development, Chinese Academy of Sciences, and Beijing Development Institute, Peking University.

In his speech, Liu Yinchun pointed out that in today's world, win-win cooperation is the main theme of the development of the times. it is necessary to plan and promote innovation from a global perspective and insist on opening and innovation. Taking the world-class science city as a platform, gathering world-class research institutions and universities, attracting and training world-class scientists and S&T talents with world-class ecological environment and institutional mechanisms, thus promoting the production of world-class achievements, ideas and enterprises, and making Beijing become the backbone of the global innovation network and the new engine leading the development of the world economy.

Liu Yinchun stressed that Beijing shall take the opportunity of building the science and technology innovation center with global influence, actively integrate into the global innovation network, and promote the "three cities and one district" to become the world-class science city as soon as possible; Actively expand exchanges and cooperation with science cities around the world, provide an international platform for global open cooperation, and welcome partners all over the world in an open, innovative and inclusive manner.

Xu Qiang, director of Municipal Science and Technology Commission, made a keynote report entitled "understanding and practice of building science and technology innovation center with global influence". The report expounds the understanding and practice of the construction of science and technology innovation center from three aspects: why to build the science and technology innovation center, how to build the science and technology innovation center, and the development vision of Beijing National Science and Technology Innovation Center. Xu Qiang said that Beijing will further speed up the construction of "three cities and one district", focus on Zhongguancun Science City, break through Huairou Science City, invigorate the future Science City, upgrade the Beijing Economic and Technological Development Zone, continuously improve the innovation system, optimize the innovation ecology and advocate the innovation culture, and strive to enhance the core functions of the National Science and Technology Innovation Center in an all-round way by 2020, the science and technology innovation capability leads the country to support China to enter the ranks of innovative countries. By 2035, China will become the backbone of the global innovation network and a new engine leading the world's innovation. By 2050, China will become the world's major science center and highland of scientific and technological innovation.

At the meeting, Beijing Municipal Science and Technology Commission and American Journal of Science/ American Association for the Advancement of Science signed the Memorandum of Understanding on Strategic Cooperation of "Science Beijing Science and Technology Innovation Plan", two sides will carry out strategic cooperation from the "academic exchanges, promotion, literacy training" and other dimensions, relying on the brand advantages, high-end academic resources and rich international promotion channels of Science magazine, to build brand international academic conferences, promote scientific and cultural exchanges, enhance scientific literacy of scientific researchers, create a good international academic atmosphere for Beijing to build a science and technology innovation center with global influence and to further spread Chinese scientific voice in international academic community; Beijing Science and Technology Strategic Decision-making Consultant center (Beijing Science and Technology Think Tank), Beijing Academy of Science and Technology, and UNU-MERIT jointly released the "Beijing National Science and Technology Innovation Center Index 2019" on this forum, focusing on the core functions of the National Science and Technology Innovation Center and constructing the index system of Beijing National Science and Technology Innovation Center, which vividly illustrates the "acceleration" of the construction of Beijing National Science and Technology Innovation Center since 2014. The dividends of construction achievements have been released continuously. Key indicators have led the country to reach the international first-class level, laying a solid foundation for the initial establishment of a science and technology innovation center with global influence in 2020.

The forum invited more than 20 well-known science city or science park construction operators, well-known scientists and think tank experts from 8 countries including China, the United States, Britain, France, Germany, Israel, Japan and Russia. These experts shared their insights through keynote reports and high-end dialogues, and based on the practical experience in the construction and development of famous science cities at home and abroad, such as Tel Aviv in Israel, Grenoble in France, Cambridge in England, Siberia in Russia, Kansai in Japan, Beijing's "Three Cities and One District", Zhangjiang in Shanghai and Hefei in Anhui, the key issues of science city planning and construction, operation and management, talent gathering, innovative ecology, and discipline layout were fully discussed to provide new ideas and directions for the construction of a world-class science city in the new era, and to provide experience and intellectual support for Beijing to build a science and technology innovation center with global influence. Nearly 200 guests from home and abroad, the public and media friends attended the forum to witness the feast gathering global wisdom.
